Update on CCTV

Although we had made a decision on CCTV, we are still studying the merits of having CCTV. We can't afford to fail because the cost incurred is very high. The committee had looked into many aspects on the installation of CCTV. We had studied the aspects on feasibility, effectiveness , cost incurred, any recurrent cost , vandalism, manpower to operate the system and the maintenance cost. One aspect that all the members agreed is that CCTV will serve as a big deterrence for people who want to commit crimes at Prima. It is still not a fool-proof system . It may not eliminate the act of break-ins but it will definitely reduce them. We may be able to indentify the culprits because their actions would be recorded. We had told the security that should a break-in occurs, they would be held solely responsible. Someone in the monitoring room must be taking a nap.

Tomorrow, the CCTV specialist from UOA will be coming to study our place. The committe
would be having a discussion with him. W e shall look into all aspects before a final decision is made. I would definitely keep you informed over the progress of our discussion. We have nothing to hide. Everything would be made known to the residents.

Resident passes

The management has put up a notice on the notice board regarding the resident passes . By 1st July, all residents are advised to carry their resident passes for identification purposes. Most of other condos have made it a requirement for the residents to carry resident passes. Actually, this is a proposal from the R.A. in 2003. Sad to say that this ruling is rarely enforced. All the residents who wish to use the facilities at level 3 are also required to register and show their resident passes. I would like to appeal to the owners to follow the rule too as not to make it difficult for security guards to carry out their duty.

Our main objective of this ruling is to prevent trespassers from coming in and also to stop trespassers from using our facilities. If you are not residents, you have no business to be at Prima. Residents, please do not be offended if you are stopped and asked to show your resident passes.

Burglars

There was another break-in at Block A, level 15 last week. I was thinking that when the tenants are back, the break-in would have ceased. Oh no! the burglars are still at it. We need to be extra vigilant. According to the senior guard, the owner left the house for only one hour and when he came back, he found that his house was already broken into. The burglar seemed to know the movement of the house owners.
The peculiar thing is that these break-ins do not happen in the night. They do not happen on Saturdays and Sundays too. There is a great possibility that it is an inside job.
I am still waiting for the management to respond to our request for CCTV. I try to be obtimistic but then at times, I really feel frustrated for not being able to make any decisions although we are the rightful owners.

The strata titles

I called up the developer to find out the status of the application for strata titles. I was really annoyed and disappointed when I was told that the application for strata titles have not been submitted to the land office. In the meeting we had with the management last year, we were told that the application would definitely be submitted to the land office by last year. I was told that they are still in the process of applying.
I happened to have a meeting with the YB Yew Teong Look, the member of parliment for Wangsa Maju. He is also the parlimentary secretary for Wilayah Persekutuan. He is a really a friendly and helpful guy who is without any air. I posed a couple of questions to him. He told me to file a complaint with the housing ministry. According to the housing act 2002, there is a stiff fine and a daily penalty if the developer fails to apply for the strata titles 6 months after the C.F. is issued . But how many developers bother to do so when the ruling is hardly enforced. It's the Malaysian system that is at fault.
I don't really wish to strain the relationship between the R.A. and the management by making a hasty complaint at the moment. I shall deligently pursue the matter at the meeting with Dats Management Sdn Bhd soon. We shall know what is holding up the application. They may have a genuine reason to do so.
To the R.A, the strata titles is our priority as without the titles, we can't really call our properties our own.

Complaints against the commercial centre.
The R.A. made an appointment with a reporter from Nanyang newspaper. We highlighted a a few issues which affect the residents of Prima and Sri Pelangi who are facing the restaurants. The tables and chairs which they are placing on the road are obstructing the traffic. The televisions and the projectors which they placed in front of the shops are considered as illegal extensions under the town council by-laws. The shopowners are not considerate at all. They turn on the volume to the maximun even in wee hours of the morning. Residents who live in the penthouses are affected by the noise too. The reporter took note of our complaints and promise to publish it in the paper soon. They also took a couple of pictures.
We shall leave it to the DBKL enforcement agencies to take some kind of actions.

House Buyers Association.

I visited the House Buyers Association's website ( hba.org.my/) a few days ago. It is a great site. It is very informative. Can you imagine what these people at HBA have been doing. You really have to kow tow to them. You cannot believe that they are just volunteers. They have their own office and it is open to the public every Friday to attend to people having problems pertaining to abandoned projects, loan agreements, SPA, property management and anything related to housing. They have every detail that you want to know about housing and it's free.
They have a forum where you can post a problem. You will get a respond from one of their experts or other members of the forum. I shall say this is a very active forum. You will get the opportunity to find out what are the problems that other condos are facing.
It is one great site. Kow Tow to the people at HBA especially Mr Chang the secretary of HBA.

The CCTV
I wrote an official letter to Dats Management Sdn Bhd to make a request for the installation of CCTV last week. For transparency and accountablity sake, I also listed out a few conditions should the management agrees to our proposal. One of the conditions is that the R.A. must be consulted with regards to cost, the system used and the company appointed. We would also want the procurement to be executed through an open tender.
I think it is justified on our part to impose a few conditions as the fund that is going to be utilized belongs to us. I wonder whether the goverment is aware of the predicament the houseowners are in. We are actually asking them for consent to utilize our money. Anyway, we can only pray that the developer is considerate, sympathetic and responsible enough to accept our proposal.
