Leakage in your bathroom

I met the supervisor from the management and I raised an issue pertaining to leakage on the ceiling of the bathroom after the liability period is over. This issue may lead to dispute between owner upstair and the downstair. In the Deeds of Covenant, it is not stipulated who will bear the cost of repairing the leakage but it is stipulated that you must make it accessible to whoever appointed to carry out the repair. The supervisor said that the owner upstair must bear the cost of the repair because he is the cause of the leakage. I seem to agree with him. It is like a chain reaction.
Should you refuse to carry out the repair, the owner downstair may deny you entry if your bathroom is flooded due to the blockage of the sewerage piping and it goes on and on. If he tries to be nasty, he may seal the pipe and your house will be flooded with sewerage. The best thing to do is to settle the problem amicably. If you encounter such a problem, please inform the management and ask for assistance. To avoid such a situation in the future, the management should insert another clause in the Deed of Coveanant to indicate the party to carry out the repair.

The tenants

The tenants are back in drove. The tranquility at Prima which we really enjoyed for a short period of time is broken. The level of noise has gone up. The dustbins were full until they spilled. The screams, shouts and loud coversation can be heard along the corridor. Sometimes, it can even be heard while you having a good rest in the house. We have to wait longer to use the lifts. Sometimes I wonder why can't they just treat this place like their homes. I guess they are enjoying their liberation to the fullest. We, the owners just have to accomodate them and accustom to their antics.
Lately, I saw a graffiti in the lifts which nobody could comprehend. I was really annoyed. This is an act of someone who has vandalism cells in them. It occured at the time when the tenants are back from their holidays. What a co-incidence! The management tried to remove it but left some dirty mark on the wall of the lifts. I do not really wish to accuse 'them' but it's too much a co-incidence. It's just one very very bad apple who tarnished the image of the whole lot.

AGM

The AGM went on very smoothly. I was a little disappointed with the turnout. We almost had to call off the meeting due to lack of quarum. I just don't understand why some of the owners just could not spare a little of their precious time to attend this meeting. I guess they are just getting complacent due to lack of major issues which may affect them. The lifts are running well, the security guards are doing jobs and the break-ins do not seem to affect them.
Anyway, we have decided to propose to the management to install cctv. None of the members who were present objected. The chief of UOA security also briefed them on the preventive measures they are undertaking. He told the members to give him a little time to carry out some restructuring in the security services. We may see some changes . I guess certain rules would have to be strictly enforced. The members were very supportive.
Well, the next thing that we are going to do is to set up a meeting with the Dats Management Sdn Bhd. I shall keep you posted on the issues that we are going to bring up with the management.

AGM

I don't really know what are the issues that the members will raise tomorrow. I guess one of the issues could be the security. Security is a major concern for all the residents here. We had invited the head of security for UOA to brief the residents on the security situation at Prima. I shall also take this opportunity to seek the consent of the owners to allow us to propose to the management to install cctv. CCTV may not be the fool-proof method but I think it is the most effective. I just hope nobody would object.

Security
I visited the guard who was injured while trying to nap one of the thieves at Block B. He was warded in the hospital for four days. He was discharged yesterday. It seemed that he had a fracture on his foot and had to be operated on in a few days time. He is now walking with crutches.
I do really symphatize with him. We would definitely pass a hat around to collect some fund as a gesture of our appreciation for his brave deed. We would do this on the day when we hold our A.G.M. I just hope that the members would contribute a token sum to the fund.

Security
We had a committee meeting last night. I told the committee members about the break-ins that were still happening despite the enhanced security measures taken by the security personnel. These break-ins could be inside jobs. They seemed to know the movements of the security guards. I told the committee members that for long term measure, we should consider cctv as one of the options. All the committe members agreed on my proposal for the installation of cctv. Since we need to utilize the sinking fund, it's only proper that we obtain the consent of the members. We shall put forward this proposal to the members for their consideration on the day of A.G.M. If the members unanimously support our proposal, we shall then propose it to Dats Management Sdn Bhd. Please note that the final decision still lies with the management.
I promised to write about the outcome of our meeting with the chief of Security of UOA. The chief of security for UOA is retired Lieutenant Colonel En Nasir. He is quite a pleasant guy without any air. He briefed us on the extra security measures they are taking to prevent these break-ins. I shall not elaborate on this. Then, I told him about our proposal for cctv. He was very supportive. I told him to try his best to convince his boss over the need for our place to have cctv due to the high density of tenants. I also told him that should the mangement agrees to our proposal, the R.A would like to be part of the decision making team. We also want a system which is effective and of good quality. Since we are going to inherit the system in the future, we do not wish to be bogged by high maintenance cost and frequent breakdowns.
Since their security chief is with us, I think half the battle is already won . I have reason to be optimistic. There is no basis for UOA to reject our proposal as the sinking fund that will be utilized belongs to the owners. To date, I guess we have about RM 800,000 in the fund. This is money well spent. We are talking about the safety of the residents which is our number one priorty. We are fortunate in the sense that so far, none of these break-ins have led to any tragedies. It may one day and we would not when.

Security

Out of concern for security at Prima , the management has proposed to have a meeting with the R.A. this coming Saturday. In my telephone conversation with the senior manager of Dats Management , she gave me a hint that if the problems of break-in persist, they may have to outsource the security services. I told her that replacing the security is out of question. It will not solve the problem.
I told her that we may have to install CCTV. She was worried about the cost incurred. At least she did not reject my suggestion outright. I need to have a meeting with my committee before a decision is made. I also need to propose to the residents at our A.G.M. for their consent because the sinking fund would have to be utilized for this purpose. Should we decide to install CCTV, we wish to have a system whereby we can track the person from the lift until he reaches his particular unit.
I shall keep you informed of the outcome of our meeting with the management this coming Saturday.

Security

In view of the the increasing number of break-in and in conjunction of our A.G.M. on 28th May 2006. I made a request to the management to assign a senior security officer to brief the residents on some preventive measures they can undertake to prevent these break-in.
I went to the house which was broken into yesterday. I noticed that there were two' ear lobes' at the grill but only one was broken. Obviously, the owner did not use a lock on the other 'ear lobe'.
Most of these cases occured in the day and another interesting matter that I noticed is that most of these cases occured at the corner units. I guess the only reason why corner units were chosen is that it is easier to escape since they are lacated near the stairs.
Do inform the security if you are going on long holidays. Buy a stainless steel clamp which may serve as a deterent.

Security

In view of the increasing number of break-ins, the security has taken some preventive measures . One of which is that taxis are not allowed to drop off passengers at Block B and Block C. I feel that this ruling should not be made too rigid. The security should use their discretion in deciding whether they should allow the taxis to go to Block B and C or not. Some of of the taxi passengers could be senior citizens or just discharged from the hospital or they could be carrying some heavy luggage. Under these circumstances, I personally feel that they should be allowed to go in.

Speedbreakers

Any comments on the rectification done to the speedbreakers? I think they should be acceptable now. It would not hurt your precious cars . They should be effective enough to slow down the cars to avoid any accidents from happening. We , the motorists should be considerate too. This is a condo. We are not in the race to anywhere. So, drive with care.

Break-ins


A break-in occured at level 17, Block B this week. The chief security told me that they came in by taxi. A taxi with two passenggers who claimed to be residents of prima was allowed to go to Block B to drop them off. They went to level 17 and tried to gain entry by cutting a hole in it. Fortunately, a resident at level 16 saw the incident and informed the guards promptly. The guards went up and managed to apprehend one of the suspects. The taxi driver and two of the suspects managed to escape. The taxi was compounded by the police. We consider these thieves as pros. They had all kinds of break-in equipments with them. We are still not sure whether other break-ins cases were committed by the same group of people.
I told the security that they should carry out stringent checks before they conveniently allowed visitors' vehicles or taxi to go to Block B or C. For our own safety sake, I hope the owners or their guests would not be offended by this move. The owners have to understand that Prima Setapak is located in a high risk area. We should consider ourselves fortunate in the sense that all these break-ins had not led to any tragedies yet. For your info, the suspect who was caught had a gun with him. Be more alert! Do not hesitate to call the guards if you sense something fishy at your floor. Keep the security's number under speed call. The number is 03-40229652.
