A few committe members had expressed their reservations over the implementation of the card access. They had proposed to put the project on hold pending the finalization of the total cost of the whole project. They bulldozed through their proposal through a committee meeting dominated by most of their members. I had no choice but to write a letter to request Dats Management to put the project on hold, failing which they may accuse me of not abiding by the resolution passed by the committee although I have the veto power which I would not like to exercise. All these problems came at the time when all the CCTV have been installed and work on the card access was half way through. The frames for the glass doors had been installed. Their main contentions were that the total cost was not made known to the residents and the effectiveness of the system is in question. Rumours were going round that the cost went up from RM200 000 to RM300 000. I was also told through one SMS from one of the few committee members that one resident alleged that the R.A. collaborated with Dats Managemnt to misuse the sinking fund. Who started all these if not for the disgruntled few.
To counter any unfounded allegations, I put up some letters and minutes of the committee meeting on the notice board. The letter addressed to the community by Dats Management stated very clearly that they would only go ahead with the project if the R.A. managed to obtain 60% of the owners to agree to it. I managed to get about 300 signatures and the management about 200 signatures. They carried out the tender exercise. They appointed the company and they are the paymaster. At the time when we carried out the signature campaign and the dialogue session, the total cost was not known yet. I told the residents the estimated cost is about RM 200 000. based on the information I received from Dats. Dats Managemnet is responsible for all aspects of the implementation.
Dats Management is transparent enough to give me a copy of the quotations submitted by two companies. I put them up on the notice board. I did not receive a single call from the residents to inquire about the cost until this crisis started. Throughout the crisis, I received only one call from an owner who alleged that it's illegal to use the sinking fund. This is really a big joke. This one call caused me to lose RM 150.00 because I was caught by the traffic police for using the mobile phone while driving. I was so furious and I wondered who was behind all these unfounded claims. All proposals to Dats management were the results of a collective decision by the committee. That is why sometimes I can be outvoted if some of the committee members were not present at a committee meeting. One example is the decision to make a request to the management to put the project on hold although I was against it.
The request letter to put the project on hold was sent out. I told some committee members that this is a request letter. The final decision still lies with Dats. I told them I don't call the shot here.
Some committee members were not happy so they carried out a signature campaign on 7th April to stop the project without the sanction of the R.A. I did not know how many signatures they managed to obtain or whatever reasons they told the residents for their actions because I was away.
Due to some calls made by some residents who did not know the details, Dats management had decided to put the project on hold pending a meeting with committee on 14th April. I really don't
know the fate of the project. But, one thing for sure if the whole project is scrapped , Dats and The R.A. are answerable to the 60% of the owners who had given their consents. They also have to make good the payments for all the equipments that have been purchased by the appointed company. The losers will be the residents and it would also cause an unnaccessary loss in our sinking fund. Dats management would definitely use our sinking fund to pay for whatever cost already incurred. I don't understand why the disgruntled few had never thought of this. I think our condo has one of the highest rate of break-ins in K.L. Last month itself, 3 break-ins occured at Block B in a single day. Despite all the allegations, I still believe that the card access is able to minimize or prevent the break-ins at Prima. All the break-ins occur during the quite period and this is when the card access comes into play. Residents can start calling Dats Management at 03-21649064 to voice their concerns over the possibility of the project being scrapped.
I told myself if the whole project is scrapped, I may resign as the chairman of the R.A. which I formed. I feel that I have failed the residents of Prima. The day when I resign will be the saddest day in my life. I can do so much more for Prima. I want Prima to be a garden condo because I am a nature lover. But, when you have a team A and team B at a condo, things can never get done. One has to give way. The winner will the management company. This is a voluntary job and I think someone can do a better job than me.

I support to go on with the installation. This is a good move to "value-add" our condo.
If someone doubt on the cost, we should clarify it. BUT NOT to scrap the project. Please make it clear, now someone is not agree on the cost BUT not the project (to enhance security control).
My personal view is Dats and RA president are trustable.
I certainly agree that we always put our home sweet home best interest in our heart. That's where and why it starts the security system proposal.
Appreciate the good effort the RA committee and Dats Management have done for Prima!
Obtaining 60% signature indicates real voices from the residents towards installation of the security system.
I believe displaying quotations at the notice board is a good idea for better understanding of the cost incurred on the security system.
Looking forward to an official resident meeting on the issue arised. We for sure will be joining with all neighbours we know!!

To residents,
I would press the button (1). Because:
i) People are questioning the costing, but not the project. Thus, clarification needed here. NOT total withdrawal of it.
ii) R.A. - Mr. Chairman has done a good job but maybe there are miscommunication occured. Thus, notice displaying & official meeting on this costing will do the trick.
iii) Check the market value of the installation. If the project cost the market value, then we have no reason to stop it. If it significantly higher than market value, then ...

I think Mr See and RA has done a lots in initiating this long awaited project . We have been clearly informed and updated on every little details every now and then . The question is : " Do you read the blog and notice board ? "
I strongly against the idea of scrapping the project . This would have been done since day one . We are already late and can't be any later ! Our property is not a low cost flat whereby everyone can pass through freely !

It had been quite some time since I last posted any comments here, but I still keep track of what's happening around in Prima. Mind you, I'm only a tenant here but I do go through any new notices which had been put up by the committee or Mr.See himself.
Only one thing could be clearly concluded here, human and people certainly and definitely love to believe in things or stuffs that are someway sounding fishy or contains any certain kind of conspiracy in between. No one is willing to choose to believe the truth cause they just like to suspect whatever they want without giving any chance to look at the bright side. For these hipocrites, they only see black or white, none is grey.
What still perplexed me is the residents of Prima itself. Of all the break-ins that had occured, they choose to scrap the CCTv project without consulting any party further. To make things worst, they carried out a signature campaign just to fullfil their own motives.
Of all of you Prima residents who are currently objecting and wish to influence the others into scrapping the project, I must say that you NEVER EVER appreciated what the committee, management, or even Mr.See himself as the chairperson had done. Despite of giving credits, you guys tend to make things hard for everyone. Did you ever thought of how much effort had Mr.See did for Prima?
For what I see, the CCTV project is beneficial to the Prima in anyway, even if it's gonna cost rm300K or whatsoever. The previous notice already stated that rm200K is only a QUOTE. You smarty-pants adults still can't get the accurate definition of the word 'QUOTATION'? Go check the dictionary! So do you think that it is better to save up the rm300K or waste the spending on the current equipments installed and save it for say...change a new swimming pool filter or other stuffs? (oh sorry that I almost forgot that whatever it is, there are sure some WISE GUY who would say something about it and keep quite laughing over when he sees everything going havoc just because he is a no-gooder)
In the end, ask yourselves only one simple question...have you spend so much effort to object and try creating conspiracy over this project just like how Mr.See had contributed his for everything good for the residents of Prima?

The access card is a good move. Sinking fund used to improve our home values. It's more like 'investing' than 'using' :)
Currently, it's not sure that the quotation is 300k or 200k. So collecting signture to stop it is very rude. Simply because they are not very sure of everything. They just doubt.

Ho... I'd like to say congratulation on your summon. Well, as far as I know, utilising the sinking fund for such purpose is not the correct way. Find out more about the purpose of sinking fund. It's also not a bad idea to have the card system but can't you guys do it by other means like have the committee to collect from owners? This way, you don't even need to have the signature campaign.
Next will be the credibility of the system. I am have no right to comment about that but so far, you've only proven yourself to be wrong by implementing the "one tiny entrance" system. The break-in still occur isn't it?
I completely support the go-ahead of having the CCTV security system installation at Prima Setapak.
I am quite surprise that there are "buggers" trying to stop and spoile the project in the mid of progression process.
I am in IT line and dealing with numerous numbers of compurised application system development and deployment in various aspects. In the computer world, we IT guys always know that there is none of a computerised system (including this CCTV security system) that is able to be 100% effectively resolve and overcom all the problems and concerns but only able to minimise the rate/chances to an acceptable level (with > 70% improvement) as possible.
None of the person in 100% purely perfect and similarly none of the human invented system/items can be 100& functioning well.
It is rediculous to put an objection to the CCTV security system just because they doubt it can reduce down the crimes/concerns to 0 case (just let me know if there is any). If it is able to minimised to an acceptable level, the system is considered as a efficient, effective and successful system.
People have to know that the computerised security system is a dead thing and is invented by human-being. Without a smart management/manipulation by human being, a poor result is still be the consequence regardless how efficient and powerful of the system.
Just don't understand that how come all these "pig heads" did not reflect their objection in the early stage; instead, putting trouble during the implementation in progress.
I totally support Mr See and i am quite appreciate his efforts contributed so far for the sake of Prima Setapak. Hence, Option 1 is always my finalization and we should go for it.

Perhaps they should experiance some burglary incidents at their home, would they realise & understand the feelings of those victims then.
Actually the objections were carried out by the four committee members whose names were to be found on the walls beside the lifts. Three of them are from Block C and one is from Block B. Three of them did not attend a committee meeting to decide on the signature campaign as a condition set by Dats Management.They put up something on the walls today to refute what I tried to explain to all the residents. I did some heavy walking today. I went to each unit to deliver an explanation letter. I walked through 66 floors and I did it in one and half hours. Lucky thing, I am very fit. That's determined I am to counter the allegations by the F 4. They even engaged the sundry shop owner to take part in the signature campaign. You can see the reason why. His business will be affected.I shall leave it to the residents to interpret what I tried to explain. There will be a committe meeting tomorrow. I can foresee that it will be a heated one. The meeting with Dats on Saturday will be our D Day. I wish to thank all those who are still supporting this poor soul. One advantage that I still have is that there are seven committee members who are still me. One of them is my secretary and the others are my treasurer and my vice chairman.

Collect from resident? People like you will not pay for it. So are we going to pay you free security ?
What's so wrong about tiny entrance, if he/she can't enter that, he can't enter the life or the stairs too.

From this blog, I can see there are so many residents support this project. I don’t think those “pig heads” manage to collect enough signatures to support his idea. If he cannot collect more that 60% signature to void our earlier decision, this project should go on.

Please get your facts straight before you decide to blast me. It is not wrong to utilise the sinking fund if everyone agrees to it but that doesn't seem to be the case here. It is true that security is the main concern here but it is made known that there are questions that needed answers here.
Before you utilise the fund, ask yourselves questions like: What if the swimming pool decided to collapse someday (touching wood)? Where to get the fund to do a major repaint job done to the condo?
Sinking fund exists for a reason and proper management of the fund is needed for the unexpected.
Don't get me wrong when I mentioned about collecting from the owners. Let me emphasize again that it is the owner that I mentioned. By what means you judge me that I will not pay for it?
Again, "one tiny entrance" system is just to prove my point of the credibility of Mr. See's suggestions. There is no resemblance that it is a wrong move whatsoever. It has also no relations to whether people can or not enter the lift or stairs.
