Card Access system for the security of Prima Setapak

There were another three break-ins at Block A at level 16 and level 11 this Tuesday. I went over to the units to take a look. I noticed that all these units are corner units. The burglars seem to be targetting the corner units. The corner units are located at the staircases. The burglars chose the corner units for obvious reason, easy escape.

I had the opportunity to meet Janice, the property manager from Dats Management this morning. We had a very fruitful discussion. I highlighted the security matter to her. I told her that these break-ins is a cause for concern and it is increasing at an alarming rate. I was told that they are going to adopt some of the measures recommended by the R.A. This is only an interim measure to prevent the break-ins.

For long term measure, she is going to propose to us to use the card access system as shown in the pictures above. This system has being installed at Plaza Prima and Midah Heights which are properties developed by UOA. This system is also commonly used in the office . I think this is a very good security system. The cost incurred is not very high. CCTV cannot prevent tresspassers from using the lifts but the card access system can because you need a card to enter the lift lobbies. All the lift lobbies on the ground floors will be sealed with tempered glasses. All the staircases will be sealed too. All the visitors will need to register at the guardhouse before they are allowed to enter the lift lobbies. I am strongly in favour of this system. I told her to get the paper work done as soon as possible. I shall discuss it with my committee and if necessary, the R.A. would organize a dialogue session with the residents to discuss the matter.

now only we're open our mind to this concept of access-card ( even though was proposed months ago by some of us but were given the way to the dustbin without consideration at all ) as alternative to cctv for break-in prevention ... better late than never ;-)

the MAIN MAIN issue which i hve been highlighted is the "HUMAN ENFORCEMENT" ... pls accept the fact that we can NEVER change the mindset of the security guard (majority of whom do not wish to change dude) no matter how may break-in happened simply bcos it's not their f**king property, period ...

sorry, i'm not insulting them but what do you expect from these people ? they're always think "i'm being paid so much, why should i work more" ...

what are you gonna do if break-ins still happens at alarming rate even after we invested half a million bucks installing cctv simply bcos lacks of monitoring, commitment & enforcement ? u wanna hold them responsible by doing what ? shoot them ? complaint and have them transferred ? sack them ? cut their pay ? come on friend, it will not go anywhere ...

it's a waste of time of talk talk and more talk with these security guard (even with their chief) ... again simply bcos it's not their f**king property ...

as for "lost access card", it's the responsibility of the holder to report it for replacement, and the lost card can thus be de-activated immediately ... just imagine this access card similar to your ATM card ... then the process of issuing, lost, replacement will make sense ...

i think the "IC card reader" is good for registration of visitors as all their info can be captured & crooks will think twice abt showing their IC ...

just think about security process at office building (i.e. citibank / menara maxis) ... as a staff, you'll have access card which allow you to access the lifts at ground floor ... as a visitor, you need to register (by producing your IC so that your particular can be keyed-in or insert your IC to capture your particular info) before a visitor access card is issued so that you can bypass the security gate to the lifts ... it's the same concept ...

Mr See , If you remember , we have proposed card access system previously , but it was turned down by giving many reasons eg : high density , not practical etc .
Anyway , it's glad to hear if this will be implemented in the near future with thorough feasibility study .

From the descriptiongiven by Mr.See on the break-in's incidents ,obviously the burglar had done enough
studies and observations on each of the targeted unit to break in and with this,this burglar(possible resident or tenant) had been moving around units to collect data and strike when the time is right.
So,I would like to suggest that no visitors/residents or tenant should be at the floor which they are not visiting or staying and the guards have all the rights to question and reprimand whoever which has no reason to be there.

well dying resident ... same thing here ...

i called on sat morning to maintenance on the water problem ... the maintenance said there's a pipe burst at gombak water treatment ...

but till today, i guess it's not that problem ... it's the fucking problem with our water pump ... seems the water is available at ground floor (noticed all the people getting water at 3rd floor's pipe with their bucket ?) but not up here ... my guess is the water pump at top are not working ... and since maintenance is not working, i'm not sure who's in charge ...

today when i ask the guard, they said by 2pm the water should be restored ... then they said by 6pm ... but now it's already 7pm+

still dunno what's gonna happen ... no announcement no nothing at all ... everyone are in the dark if we're gonna get any water today ...

can someone please find out an honest answer from maintenance what is going on with our water supply ?

i'm sure it's the water pump problem which couldn't pump the water up to higher ground ... my guess is the water pump could barely pump the water and took ages to fill-up the upper tank (that's why we had water early this morning but by 4pm+ it's nomore as the usage exceed supply) ... so it will take the whole evening till next morning (the same process) for the tank to fill-up again but the problem will back to square (tmrw will face the water shortage again ??) unless the root of the problem is identified ...

why does the maintenance still couldn't solve such an easy problem (sat+sun+mon) ? wanna shows that "prima setapak BOLEH !!"

at least the maintenance can advice us on the real issue with this problem (and not keep us in the dark) ... we paid our damn maintenance fees on time, so it's only fair for us to enjoy a better service ... if really can't solve the problem (not gonna insult your capability or brain cells), alert your HQ, send someone who can solve this problem (since you can't) ...

now we need you to clear the air ... so pls help us ...

and pls dun take the word from the DATS maintenance anymore (we can't live with somemore excuses since it's 4th day since the crisis occured) ... pls call the higher authority, meaning their HQ (in case the 3rd floor maintenance might keep their boss in the dark as well) ...

yeah, i think the ego and talk-big DATS mngmnt should prove that they can walk the talk to solve this problem ...

i noticed people (resident/tenant) are moving out temporary as they couldn't stand this anymore ... what will this means in-directly ? well, if their house are not occupied, then "break-in" MIGHT happen dude ... so RA of Prima Setapak, it's time you guys take over ...

i just got off the phone with one miss chia from UOA Property (i couldn't get thru to DATS at 3rd floor as the phone is forever busy) ...

according to ms chia, she heard abt it but she didn't follow-up thereafter as she might think the problem has been solved ...

i nagged to her on how serious the problem is (it's 4th day for god sake) as it's comparable to national crisis ... i also told her how our adventurous residents/tenants (working ppl & students) in queuing up early in the morning till night time to get water with our buckets at 3rd floor's pipe ... indiana jones fighting for water ??

she promised to call me back after she get a clearer picture from DATS ... i'll update you guys ...

in the meantime i'll follow-up with e-mail to UOA officially on this matter ...

sorry president, i can't wait any longer, just like some of the blogger here said, "how to make big-business ?" ...

THE MAIN REASON IS INLET WATER PRESSURE LOW


I called Ms Lum just now. According to her all the three blocks will not have water supply until 5~6pm today. This is due to they need to focus on full filling tanks for all three blocks. By 5~6pm, all three blocks will have water supply until those tanks empty again (if happen) or water will keep on flowing out from our pipe if tanks’ “stock” is not exhausted.

According to her, the way water flows into prima setapak is from block A to C then only B. Hence after block A, water pressure will drop, and after block C water pressure will further decrees. Water pressure at block B is too low to be pump to block B tank. Water pump cannot operate if water pressure below certain limit. This is the reason why block A and C have water supply and B don’t. As such, today, they stop water supply to A and C so that pressure at B is high enough to be pumped.

All these problems will go once inlet water pressure goes back to normal. Management office has keep on feedback to PUAS on the issue. If you need your house got water, besides complaining to management office, (in fact this is no use) you need to keep on complaint to PUAS.

At first, I am like you, feel frustrated to management. But after getting update from them, I found the problem is not from them. They are trying very hard as well to restore water supply. The problem now is PUAS is not capable to bring back inlet pressure to normal. On the yesterday evening rumor saying got tanker came to distribute water, which is true. PUAS promised management request to send tanker but end up they don’t send.

Let’s keep on pressure PUAS to increase inlet pressure.

One weakness of the management office is they fail to update residents what is happening.
They should post notice to update residents what is happening and what are the actions they are taking. Residents are in dark and they start blaming and guessing…..and fxxxing….

yes, the damn problem is we're being kept in the dark of the latest development ... so you simply can't blame us if we keep on pointing the finger at maintenance simple bcos the maintenance do not know how to activate the right procedure during crisis like this ...

if it's true about this so-called inlet water pressure low, then it's the responsibility of the maintenance to use whatever channel to get things done (if they, who are the front-line to PUAS can't move PUAS, what do you expect us, the resident, to do ?) ... it's their job function, not just sit there collecting maintenance fees ... if DATS name is too small, use UOA to put on pressure (if UOA is serious about helping buyers who enrich them at the first place) ...

still cannot push the PUAS, then maybe the maintenance wanna update our president of RA to branch out for other solution, such as getting help from our wakil rakyat etc since i heard our wakil rakyat is rakyat-friendly ...

but the question remains, why this problem persists for so many days ? how many more days do we have to wait for them to experimenting this workaround ?

any contact on PUAS so that we can bombard them with calls ? which ministry is this PUAS fall under ? we might need to make this a BIG issue after all ...

I agree the management is incompetent. We are not blaming them to be responsible for the low pressure , we know this is out of their control , but at least they have to keep the residents informed of what's the problem and solutions , and most importantly how long we expect the problem will persist .Notices must be prominently placed , via blog etc so that we are not left in the lust .

all, it's confirmed the water tanker is here ... just go to ground floor and you'll meet most of the same souls (it's 7th month of chinese calendar) who are lost without water hungrily rushing for it ... :-)

if not for this blog, i wouldn't know that the tanker is here ... as usual, no one care to inform us abt the water tanker ... great job by DATS management ...

so, pls rush for the water while stocks lasts ...

PUAS is giving away "$$$$$$$$" to the residents and tenants of Prima.Every household in Prima can take as much "$$$$$$$$" as they want and some even took so much until they cant hold and "$$$$$$$$" dropped all over and nobody even bother to pick it up,coz they are so so much more,1 lorry load of "$$$$$$$$" more to give away.
The good news is that, this lorry with full load of "$$$$$$$$" will be here again tomorrow,day after and after..............
so,dont worry.If you miss out today or you didnt get enough today,there will be still tomorrow,day after and after........

The prima management charge us interest rate for late payment of water bill..

hey, we got no water for 4 days, should we charge them back the penalty for no water supply for 4 days ?

yeah, i agreed that there should be some sort of incentive for us, resident, for this crisis which affected every household of all the 3 blocks ... some discounts on water bills would be the least the DATS management can do (since they charge us late payment, it's only fair for us to demand the same thing from them) ... not to mentioned the stress (physically & mentally) that we've gone thru these couple of days ... pls note that this issue is not yet over, the water tap is out of water again as we speak now ...


but rest assure, they'll come out with all sort of excuses that this issue is beyond their control and they should not be held responsible ... it's PUAS problem, blah, blah, blah ...

unless our "Resident Association" can & willing to flex it's muscle to talk to DATS on our behalf ... it's time for mr see (president) to rock & roll ... (knock knock) mr see, are you there ??

i don't see any notes/comments from our president / committee members ... it can't be coincidence that all of them are not in KL rite ??

anyone has any idea of the schedule of the "water" tomorrow ??

I heard some units in Block A water resumed last nite but cut again middle of the nite , just wonder why ?
Can the office staff clean up the notice board by removing those old notices , arrange them properly so that we know which are the latest news . The current one is very messy which distact our attention on latest notices

The owner of prima doesnt pay Rm10k management fee BUTA every month for the in-effective ,in-reliable , in-responsible "management consultant".Somebody got to answer for all this mess.
Your side got a solution (pumping water to main tank using water from hydrant), but why is it only after 4 days this method is used.Can't the "local manager" decide on this matter?or is he only puppet?or no body here knows about this method and got to wait for advice from engineer from your head office ?
We want to see "things" happen.We want to see no more slow reaction in solving "issues".
Mr.See ,i believe this blog is not meant only for residents/tenants of prima.The Dats management (head office) also got to be informed about the existance of this blog.
We can make this blog for the Dat management to post 1st hand info and any "propose solution" whenever there is any issue as well.

I'm Block B resident. But I'm not the owner of the house.

My car access card was spoilt, and the security guard advised me to go to the management office and get it changed. And so I went.

I was informed that I need to pay a RM40 to get a new card. Which I think it doesn't make any sense, as I did not lost the card. And now you're charging me just because the card is spoilt while I am returning it.

Of course, Ms Lam in the management told me it's the agreement the owner signed with the management, I have to pay this RM40 for each card they issue.

Ok fine, I have already decided to pay for it, but I needed to get my message to her. So, I told Ms Lam the logic and rationale of why I don't think we need to be charged for a replacement of a spoilt card. Well well well... Guess what she replied. She said "So now are you going to pay or not?" with a not-so-pleasant voice.

Wow... That is some kind of "courtesy" and "attitutde" she got there. I told her straight away that I'm not happy with her attitude. Guess what. She kept on talking about the car and the payment. I told her to stop it, well, but I guess she doesn't know how to stop. I told her I'm going to make a complaint about this. She said "go ahead, it's in the agreement. You can't do anything about it." But of course, my complaint isn't about the charges that I need to pay anymore. My complaint meant her. And when I asked for her name, she kind of like threatened me that she knows which unit I stay and my details. Wow... So we've got a gangster working in the management office now.

My point is, why can't she just explain nicely to me the situation and that she can't make any decision. Instead initially she acted like a boss in the office, then later told me that she can't do anything. What is this...

Is it so hard for us to get our points across to the management? Why can't she just listen to me and reflect the issue to the management since she can't handle it? Why did she need to sound like a big boss and then later claimed that I am rude to her?

And I have paid for my maintenance fees every month, and the parking lot. Now the card was spoilt just because of the quality of it and I am the one being penalised for it.

Personally, I think we've got a pretty good management here. But please, do not let those ladies sit in the management office spoil the image of Dats!! And please have the "good mannerism" as the first priority in recruiting the staff. Remember, they're the first point of contact!!
